中共中央国务院关于全面加强生态环境保护坚决打好污染防治攻坚战的意见

良好生(sheng)态(tai)环(huan)境(jing)是(shi)实现中华民(min)族(zu)永续发展的内在(zai)要求,是(shi)增进民(min)生(sheng)福祉的优先领域(yu)。为深入学习贯彻(che)习近平(ping)新时代中国特色社会主义思想和(he)党(dang)的十九(jiu)大精(jing)神,决(jue)胜全(quan)面建成小康社会,全(quan)面加强生(sheng)态(tai)环(huan)境(jing)保护,打好污染防治攻坚战,提升生(sheng)态(tai)文明,建设美丽中国,现提出如下意(yi)见。

一、深刻认识生态环境保护面临的形势

党(dang)(dang)的(de)十八(ba)大(da)以来,以习近平同志为(wei)核心的(de)党(dang)(dang)中央把(ba)生(sheng)态(tai)(tai)文(wen)(wen)明(ming)(ming)建设作(zuo)为(wei)统筹推进(jin)"五位一(yi)体"总体布局(ju)和(he)协(xie)调推进(jin)"四个全面"战略布局(ju)的(de)重(zhong)要内容(rong),谋划开展了一(yi)系列根本性(xing)、长远(yuan)性(xing)、开创性(xing)工作(zuo),推动生(sheng)态(tai)(tai)文(wen)(wen)明(ming)(ming)建设和(he)生(sheng)态(tai)(tai)环境保(bao)(bao)护(hu)从实践到认识发(fa)生(sheng)了历(li)史性(xing)、转折性(xing)、全局(ju)性(xing)变化。各地区各部门认真贯彻落(luo)实党(dang)(dang)中央、国务(wu)院决策部署,生(sheng)态(tai)(tai)文(wen)(wen)明(ming)(ming)建设和(he)生(sheng)态(tai)(tai)环境保(bao)(bao)护(hu)制度(du)体系加快形成(cheng),全面节约资(zi)源有效(xiao)推进(jin),大(da)气(qi)、水、土壤污染防治行动计划深入实施,生(sheng)态(tai)(tai)系统保(bao)(bao)护(hu)和(he)修复(fu)重(zhong)大(da)工程进(jin)展顺利,核与辐射安全得到有效(xiao)保(bao)(bao)障,生(sheng)态(tai)(tai)文(wen)(wen)明(ming)(ming)建设成(cheng)效(xiao)显著(zhu),美(mei)丽中国建设迈出重(zhong)要步伐,我国成(cheng)为(wei)全球生(sheng)态(tai)(tai)文(wen)(wen)明(ming)(ming)建设的(de)重(zhong)要参与者(zhe)、贡献(xian)者(zhe)、引领者(zhe)。

同(tong)时,我国生态(tai)(tai)文明建设和生态(tai)(tai)环境(jing)(jing)(jing)保护(hu)面(mian)临(lin)不少困难和挑战,存(cun)在许多不足。一些地方和部门对生态(tai)(tai)环境(jing)(jing)(jing)保护(hu)认识(shi)不到位(wei),责任落实不到位(wei);经济(ji)社(she)(she)会(hui)发展同(tong)生态(tai)(tai)环境(jing)(jing)(jing)保护(hu)的矛盾(dun)仍然突出,资源环境(jing)(jing)(jing)承载(zai)能力已经达到或(huo)接近(jin)上限;城乡区域统筹不够,新老环境(jing)(jing)(jing)问题(ti)交织,区域性、布局(ju)性、结构(gou)性环境(jing)(jing)(jing)风险凸显,重污染天气、黑(hei)臭(chou)水体、垃圾(ji)围城、生态(tai)(tai)破坏等问题(ti)时有发生。这(zhei)些问题(ti),成(cheng)为重要(yao)的民(min)(min)生之(zhi)患(huan)、民(min)(min)心之(zhi)痛,成(cheng)为经济(ji)社(she)(she)会(hui)可(ke)持(chi)续(xu)发展的瓶颈制约(yue),成(cheng)为全面(mian)建成(cheng)小康社(she)(she)会(hui)的明显短(duan)板。

进入新时代,解决人(ren)民(min)日(ri)益增(zeng)长(zhang)的(de)(de)(de)美好(hao)生(sheng)(sheng)(sheng)活(huo)(huo)需要(yao)和不(bu)平衡不(bu)充分的(de)(de)(de)发(fa)展之间的(de)(de)(de)矛盾对生(sheng)(sheng)(sheng)态(tai)环境保(bao)护提出许多新要(yao)求。当前,生(sheng)(sheng)(sheng)态(tai)文明(ming)建设正(zheng)处(chu)于压力叠加(jia)、负重前行的(de)(de)(de)关键(jian)期,已(yi)进入提供更(geng)多优质生(sheng)(sheng)(sheng)态(tai)产品以满足人(ren)民(min)日(ri)益增(zeng)长(zhang)的(de)(de)(de)优美生(sheng)(sheng)(sheng)态(tai)环境需要(yao)的(de)(de)(de)攻(gong)坚(jian)期,也到(dao)了有条件有能(neng)力解决突出生(sheng)(sheng)(sheng)态(tai)环境问题的(de)(de)(de)窗口期。必(bi)须加(jia)大力度、加(jia)快治理、加(jia)紧攻(gong)坚(jian),打(da)好(hao)标志性(xing)的(de)(de)(de)重大战(zhan)役,为人(ren)民(min)创造良好(hao)生(sheng)(sheng)(sheng)产生(sheng)(sheng)(sheng)活(huo)(huo)环境。

二、深入贯彻习近平生态文明思想

习近(jin)平总书记传承中华(hua)民族传统文(wen)(wen)化、顺应(ying)时代潮(chao)流和(he)(he)人民意愿,站在坚持(chi)和(he)(he)发(fa)展中国特色社会主义、实现中华(hua)民族伟大(da)(da)复兴(xing)中国梦的战略(lve)高(gao)度,深刻回答了为什么建设(she)生(sheng)(sheng)(sheng)态(tai)(tai)文(wen)(wen)明(ming)、建设(she)什么样的生(sheng)(sheng)(sheng)态(tai)(tai)文(wen)(wen)明(ming)、怎样建设(she)生(sheng)(sheng)(sheng)态(tai)(tai)文(wen)(wen)明(ming)等重大(da)(da)理(li)论和(he)(he)实践问题,系统形(xing)成(cheng)了习近(jin)平生(sheng)(sheng)(sheng)态(tai)(tai)文(wen)(wen)明(ming)思(si)想,有力指导生(sheng)(sheng)(sheng)态(tai)(tai)文(wen)(wen)明(ming)建设(she)和(he)(he)生(sheng)(sheng)(sheng)态(tai)(tai)环境保护取得(de)历史(shi)性(xing)成(cheng)就(jiu)、发(fa)生(sheng)(sheng)(sheng)历史(shi)性(xing)变革。

坚(jian)持生态(tai)兴(xing)则文(wen)明兴(xing)。建设生态(tai)文(wen)明是关(guan)系中(zhong)华(hua)民族永续(xu)发展的根本大计,功在当(dang)代(dai)、利(li)在千秋,关(guan)系人民福祉,关(guan)乎民族未来。

坚持人(ren)与自(zi)然和谐共生(sheng)(sheng)(sheng)。保(bao)护自(zi)然就(jiu)是(shi)保(bao)护人(ren)类,建设生(sheng)(sheng)(sheng)态(tai)文明就(jiu)是(shi)造福(fu)人(ren)类。必须尊重自(zi)然、顺应自(zi)然、保(bao)护自(zi)然,像(xiang)保(bao)护眼睛(jing)一(yi)样保(bao)护生(sheng)(sheng)(sheng)态(tai)环(huan)(huan)境(jing),像(xiang)对待(dai)(dai)生(sheng)(sheng)(sheng)命(ming)一(yi)样对待(dai)(dai)生(sheng)(sheng)(sheng)态(tai)环(huan)(huan)境(jing),推(tui)动形成人(ren)与自(zi)然和谐发展(zhan)现代化建设新(xin)格局,还(hai)自(zi)然以宁静(jing)、和谐、美(mei)丽(li)。

坚持绿(lv)水(shui)青(qing)山(shan)就(jiu)(jiu)是(shi)金(jin)山(shan)银山(shan)。绿(lv)水(shui)青(qing)山(shan)既(ji)是(shi)自然财(cai)富(fu)(fu)、生态财(cai)富(fu)(fu),又是(shi)社会财(cai)富(fu)(fu)、经济财(cai)富(fu)(fu)。保护(hu)生态环(huan)境就(jiu)(jiu)是(shi)保护(hu)生产力(li),改善生态环(huan)境就(jiu)(jiu)是(shi)发展(zhan)(zhan)(zhan)(zhan)生产力(li)。必须坚持和(he)贯彻绿(lv)色(se)发展(zhan)(zhan)(zhan)(zhan)理(li)念(nian),平衡(heng)和(he)处理(li)好发展(zhan)(zhan)(zhan)(zhan)与保护(hu)的(de)关系,推动(dong)形(xing)成绿(lv)色(se)发展(zhan)(zhan)(zhan)(zhan)方式(shi)和(he)生活方式(shi),坚定不移走生产发展(zhan)(zhan)(zhan)(zhan)、生活富(fu)(fu)裕(yu)、生态良好的(de)文明发展(zhan)(zhan)(zhan)(zhan)道路。

坚(jian)持(chi)良好(hao)生态(tai)环(huan)境是(shi)(shi)最(zui)普(pu)惠的民(min)生福祉。生态(tai)文明建(jian)设(she)同(tong)每个人息息相关。环(huan)境就(jiu)是(shi)(shi)民(min)生,青山就(jiu)是(shi)(shi)美(mei)丽,蓝天(tian)也(ye)是(shi)(shi)幸福。必须(xu)坚(jian)持(chi)以(yi)人民(min)为中心,重点解决损害群众健康(kang)的突出环(huan)境问题,提供更(geng)多优质生态(tai)产(chan)品。

坚持(chi)山水(shui)林田湖草(cao)是生(sheng)命(ming)共同体。生(sheng)态(tai)环(huan)境是统(tong)一(yi)的有机整(zheng)体。必须(xu)按(an)照系(xi)统(tong)工(gong)程(cheng)的思路(lu),构(gou)建生(sheng)态(tai)环(huan)境治理(li)体系(xi),着力扩大环(huan)境容量和生(sheng)态(tai)空(kong)间,全(quan)方位(wei)、全(quan)地域(yu)、全(quan)过程(cheng)开展生(sheng)态(tai)环(huan)境保(bao)护(hu)。

坚持用最(zui)严格制(zhi)(zhi)度最(zui)严密法治保护生(sheng)态环境(jing)。保护生(sheng)态环境(jing)必须(xu)依靠制(zhi)(zhi)度、依靠法治。必须(xu)构(gou)建产权清(qing)晰、多元参与、激励(li)约(yue)束并重(zhong)、系统完整的生(sheng)态文明制(zhi)(zhi)度体系,让制(zhi)(zhi)度成为刚性约(yue)束和不可触碰的高压线。

坚持建设(she)美(mei)丽(li)中(zhong)(zhong)国全民(min)(min)行(xing)(xing)动。美(mei)丽(li)中(zhong)(zhong)国是人(ren)民(min)(min)群(qun)众共(gong)同参与共(gong)同建设(she)共(gong)同享有的(de)事(shi)业。必(bi)须加强生态文(wen)(wen)明(ming)宣(xuan)传教(jiao)育(yu),牢固(gu)树立生态文(wen)(wen)明(ming)价值观(guan)念和行(xing)(xing)为准则,把建设(she)美(mei)丽(li)中(zhong)(zhong)国化为全民(min)(min)自觉(jue)行(xing)(xing)动。

坚(jian)持共(gong)(gong)谋全球生(sheng)(sheng)态文(wen)明(ming)建设(she)。生(sheng)(sheng)态文(wen)明(ming)建设(she)是构(gou)建人类命运共(gong)(gong)同体的重要内容。必须同舟共(gong)(gong)济、共(gong)(gong)同努力,构(gou)筑尊崇自然、绿色发展(zhan)的生(sheng)(sheng)态体系,推动(dong)全球生(sheng)(sheng)态环境治(zhi)理,建设(she)清洁美丽世界(jie)。

习近平生(sheng)态(tai)文(wen)(wen)明思想为(wei)推进(jin)美(mei)丽中国建设(she)、实现(xian)人与自然(ran)和(he)谐共生(sheng)的现(xian)代化提供了方向指引和(he)根本遵循,必须用(yong)以武装头脑、指导实践、推动工作。要教育广大(da)(da)干部(bu)增强"四个(ge)意识",树立正确政(zheng)绩(ji)观,把生(sheng)态(tai)文(wen)(wen)明建设(she)重大(da)(da)部(bu)署和(he)重要任务落(luo)到实处,让良好生(sheng)态(tai)环境成为(wei)人民幸福生(sheng)活的增长点(dian)、成为(wei)经(jing)济社会(hui)持(chi)续(xu)健(jian)康(kang)发展的支撑点(dian)、成为(wei)展现(xian)我国良好形象(xiang)的发力点(dian)。

三、全面加强党对生态环境保护的领导

加强(qiang)生态环境(jing)保(bao)(bao)护(hu)、坚(jian)决打好污染防治攻坚(jian)战是(shi)党和(he)国(guo)(guo)家的重大决策部署,各级党委和(he)政(zheng)府要强(qiang)化(hua)对生态文明建设和(he)生态环境(jing)保(bao)(bao)护(hu)的总体设计(ji)和(he)组织(zhi)领导,统筹协调处理重大问(wen)题,指导、推动(dong)、督促各地区各部门落实党中央、国(guo)(guo)务院重大政(zheng)策措(cuo)施。

(一(yi)(yi))落实(shi)党(dang)政(zheng)(zheng)(zheng)主体责(ze)(ze)(ze)(ze)任(ren)。落实(shi)领导(dao)干部生(sheng)(sheng)态(tai)(tai)文明建设(she)责(ze)(ze)(ze)(ze)任(ren)制(zhi),严格实(shi)行党(dang)政(zheng)(zheng)(zheng)同责(ze)(ze)(ze)(ze)、一(yi)(yi)岗(gang)双责(ze)(ze)(ze)(ze)。地(di)(di)方各级(ji)党(dang)委和(he)政(zheng)(zheng)(zheng)府必须坚决扛起生(sheng)(sheng)态(tai)(tai)文明建设(she)和(he)生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)护(hu)的政(zheng)(zheng)(zheng)治责(ze)(ze)(ze)(ze)任(ren),对本(ben)行政(zheng)(zheng)(zheng)区(qu)域的生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)护(hu)工作(zuo)及生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)质量负总责(ze)(ze)(ze)(ze),主要负责(ze)(ze)(ze)(ze)人(ren)(ren)是(shi)本(ben)行政(zheng)(zheng)(zheng)区(qu)域生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)护(hu)第一(yi)(yi)责(ze)(ze)(ze)(ze)任(ren)人(ren)(ren),至(zhi)少(shao)每季度研究一(yi)(yi)次生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)护(hu)工作(zuo),其(qi)他有关(guan)领导(dao)成员在职责(ze)(ze)(ze)(ze)范(fan)围内承担相应责(ze)(ze)(ze)(ze)任(ren)。各地(di)(di)要制(zhi)定(ding)责(ze)(ze)(ze)(ze)任(ren)清(qing)单,把任(ren)务分解落实(shi)到有关(guan)部门。抓紧(jin)出台中央和(he)国家机关(guan)相关(guan)部门生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)护(hu)责(ze)(ze)(ze)(ze)任(ren)清(qing)单。各相关(guan)部门要履行好生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)护(hu)职责(ze)(ze)(ze)(ze),制(zhi)定(ding)生(sheng)(sheng)态(tai)(tai)环(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)护(hu)年度工作(zuo)计划和(he)措施。各地(di)(di)区(qu)各部门落实(shi)情况每年向党(dang)中央、国务院(yuan)报告。

健全环(huan)(huan)境保(bao)(bao)护(hu)督(du)(du)(du)察机制。完善中(zhong)央和省级环(huan)(huan)境保(bao)(bao)护(hu)督(du)(du)(du)察体系,制定(ding)环(huan)(huan)境保(bao)(bao)护(hu)督(du)(du)(du)察工作规定(ding),以解决突(tu)出生(sheng)态(tai)环(huan)(huan)境问题、改善生(sheng)态(tai)环(huan)(huan)境质量、推动(dong)高质量发展(zhan)为重点(dian),夯实生(sheng)态(tai)文(wen)明建设和生(sheng)态(tai)环(huan)(huan)境保(bao)(bao)护(hu)政治(zhi)责任,推动(dong)环(huan)(huan)境保(bao)(bao)护(hu)督(du)(du)(du)察向纵(zong)深发展(zhan)。完善督(du)(du)(du)查、交办、巡查、约谈、专项督(du)(du)(du)察机制,开展(zhan)重点(dian)区(qu)域、重点(dian)领域、重点(dian)行(xing)业专项督(du)(du)(du)察。

(二)强化考(kao)核问责。制定对(dui)(dui)省(自(zi)治区、直辖(xia)市(shi))党(dang)委、人大、政府以及中央(yang)和国家机关有关部(bu)(bu)(bu)门(men)污染防治攻坚战成效考(kao)核办(ban)法,对(dui)(dui)生态环(huan)(huan)境保护立(li)法执(zhi)法情况(kuang)、年(nian)度工作目标任务完成情况(kuang)、生态环(huan)(huan)境质量状况(kuang)、资金投入使用(yong)情况(kuang)、公众(zhong)满意程度等相(xiang)关方面开(kai)展考(kao)核。各(ge)地参照制定考(kao)核实施细则。开(kai)展领(ling)导干部(bu)(bu)(bu)自(zi)然资源(yuan)资产离(li)任审(shen)计。考(kao)核结果(guo)作为领(ling)导班子(zi)和领(ling)导干部(bu)(bu)(bu)综合考(kao)核评价、奖惩任免(mian)的重要依据。

严格责(ze)(ze)任追究。对省(自(zi)治(zhi)区、直辖市(shi))党(dang)(dang)委和政(zheng)府(fu)以及(ji)负(fu)(fu)有生(sheng)(sheng)态(tai)环(huan)(huan)境保护责(ze)(ze)任的(de)(de)中央和国(guo)家机关有关部门贯彻(che)落(luo)实(shi)党(dang)(dang)中央、国(guo)务(wu)院决策部署(shu)不(bu)(bu)(bu)坚决不(bu)(bu)(bu)彻(che)底、生(sheng)(sheng)态(tai)文明(ming)建设和生(sheng)(sheng)态(tai)环(huan)(huan)境保护责(ze)(ze)任制(zhi)执行不(bu)(bu)(bu)到位、污(wu)染防治(zhi)攻坚任务(wu)完(wan)(wan)成(cheng)严重滞后(hou)、区域生(sheng)(sheng)态(tai)环(huan)(huan)境问题突出的(de)(de),约谈主要(yao)负(fu)(fu)责(ze)(ze)人,同时责(ze)(ze)成(cheng)其向(xiang)党(dang)(dang)中央、国(guo)务(wu)院作(zuo)出深刻检查。对年度目(mu)标(biao)任务(wu)未完(wan)(wan)成(cheng)、考(kao)核(he)不(bu)(bu)(bu)合格的(de)(de)市(shi)、县,党(dang)(dang)政(zheng)主要(yao)负(fu)(fu)责(ze)(ze)人和相关领(ling)导(dao)班子成(cheng)员不(bu)(bu)(bu)得评优评先。对在(zai)生(sheng)(sheng)态(tai)环(huan)(huan)境方面造成(cheng)严重破坏负(fu)(fu)有责(ze)(ze)任的(de)(de)干部,不(bu)(bu)(bu)得提拔(ba)使用(yong)或(huo)者(zhe)转任重要(yao)职务(wu)。对不(bu)(bu)(bu)顾生(sheng)(sheng)态(tai)环(huan)(huan)境盲目(mu)决策、违(wei)法(fa)(fa)违(wei)规审批开发利用(yong)规划(hua)和建设项(xiang)目(mu)的(de)(de),对造成(cheng)生(sheng)(sheng)态(tai)环(huan)(huan)境质量恶化(hua)、生(sheng)(sheng)态(tai)严重破坏的(de)(de),对生(sheng)(sheng)态(tai)环(huan)(huan)境事件(jian)多发高发、应对不(bu)(bu)(bu)力、群(qun)众反映强烈的(de)(de),对生(sheng)(sheng)态(tai)环(huan)(huan)境保护责(ze)(ze)任没(mei)有落(luo)实(shi)、推诿(wei)扯(che)皮、没(mei)有完(wan)(wan)成(cheng)工作(zuo)任务(wu)的(de)(de),依纪依法(fa)(fa)严格问责(ze)(ze)、终身追责(ze)(ze)。

四、总体目标和基本原则

(一)总体(ti)(ti)目标。到2020年(nian),生(sheng)(sheng)态环境(jing)质量总体(ti)(ti)改善,主要污染(ran)物排放总量大幅(fu)减少,环境(jing)风险得到有效管(guan)控(kong),生(sheng)(sheng)态环境(jing)保(bao)护水平同全面建(jian)成小康社会(hui)目标相(xiang)适应。

具体指标:全(quan)国(guo)细颗(ke)粒物(wu)(PM2.5)未达(da)标地(di)级及以(yi)上(shang)(shang)城市浓度比2015年下降18%以(yi)上(shang)(shang),地(di)级及以(yi)上(shang)(shang)城市空气质量优(you)良(liang)天数比率(lv)达(da)到80%以(yi)上(shang)(shang);全(quan)国(guo)地(di)表水(shui)Ⅰ-Ⅲ类水(shui)体比例达(da)到70%以(yi)上(shang)(shang),劣(lie)Ⅴ类水(shui)体比例控制在5%以(yi)内;近岸海域(yu)水(shui)质优(you)良(liang)(一、二类)比例达(da)到70%左右(you);二氧化(hua)(hua)硫(liu)、氮氧化(hua)(hua)物(wu)排放量比2015年减(jian)少(shao)15%以(yi)上(shang)(shang),化(hua)(hua)学需氧量、氨氮排放量减(jian)少(shao)10%以(yi)上(shang)(shang);受污(wu)染(ran)耕地(di)安全(quan)利用(yong)率(lv)达(da)到90%左右(you),污(wu)染(ran)地(di)块安全(quan)利用(yong)率(lv)达(da)到90%以(yi)上(shang)(shang);生态(tai)保护红线面(mian)积占(zhan)比达(da)到25%左右(you);森林覆盖率(lv)达(da)到23.04%以(yi)上(shang)(shang)。

通过加(jia)快构(gou)建生(sheng)(sheng)态(tai)(tai)(tai)文明(ming)体(ti)系(xi),确保到2035年节约资(zi)源和保护生(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)的(de)空(kong)间格局(ju)、产业结(jie)构(gou)、生(sheng)(sheng)产方式(shi)、生(sheng)(sheng)活方式(shi)总体(ti)形(xing)成,生(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)质量实(shi)现(xian)根本(ben)好转,美丽中(zhong)国目标基(ji)本(ben)实(shi)现(xian)。到本(ben)世纪中(zhong)叶(ye),生(sheng)(sheng)态(tai)(tai)(tai)文明(ming)全面提(ti)升(sheng),实(shi)现(xian)生(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)领(ling)域(yu)国家(jia)治理体(ti)系(xi)和治理能(neng)力现(xian)代化。

--坚持保护优先。落实(shi)生态(tai)保护红线、环(huan)境质量底线、资源利用上(shang)线硬约束,深化供给侧结构性(xing)改革,推动形(xing)成绿色发展方(fang)式和生活(huo)方(fang)式,坚定不移走生产发展、生活(huo)富裕(yu)、生态(tai)良好的(de)文明发展道路。

--强化问题(ti)(ti)导向。以改善生态环境质量为核心(xin),针对流(liu)域(yu)、区域(yu)、行(xing)业特点,聚焦问题(ti)(ti)、分类(lei)施策(ce)、精准发力,不(bu)断(duan)取得新(xin)成效,让(rang)人民群众有更多获(huo)得感。

--突(tu)出改革(ge)创新。深(shen)化(hua)(hua)生态环境保(bao)护(hu)体(ti)制(zhi)机制(zhi)改革(ge),统(tong)(tong)筹兼顾、系(xi)统(tong)(tong)谋(mou)划(hua),强化(hua)(hua)协调、整(zheng)(zheng)合力(li)量,区域(yu)协作、条块结(jie)合,严格环境标准,完善经济政策,增强科技支撑和能力(li)保(bao)障,提升生态环境治理的(de)系(xi)统(tong)(tong)性、整(zheng)(zheng)体(ti)性、协同性。

--注重(zhong)依(yi)法(fa)监管。完善生(sheng)态环境(jing)保护法(fa)律法(fa)规体系,健(jian)全生(sheng)态环境(jing)保护行政执(zhi)法(fa)和刑事司法(fa)衔(xian)接机制,依(yi)法(fa)严惩重(zhong)罚生(sheng)态环境(jing)违法(fa)犯罪(zui)行为。

--推进全民共治(zhi)。政(zheng)府(fu)、企业、公众各尽(jin)其责、共同发(fa)力,政(zheng)府(fu)积极发(fa)挥主(zhu)(zhu)导作用,企业主(zhu)(zhu)动承担环境治(zhi)理(li)主(zhu)(zhu)体(ti)责任,公众自觉践行绿色生(sheng)活。

五、推动形成绿色发展方式和生活方式

坚持(chi)节(jie)约(yue)优先,加(jia)强源头管控(kong),转变发(fa)展(zhan)方式,培育壮大新兴(xing)产(chan)(chan)业(ye),推(tui)动(dong)传(chuan)统产(chan)(chan)业(ye)智能化、清洁化改造,加(jia)快发(fa)展(zhan)节(jie)能环保产(chan)(chan)业(ye),全面节(jie)约(yue)能源资源,协同推(tui)动(dong)经(jing)济高质量发(fa)展(zhan)和生态环境(jing)高水平保护。

(一)促进(jin)经济绿(lv)色(se)(se)低碳循环(huan)(huan)(huan)(huan)(huan)发(fa)(fa)展(zhan)(zhan)(zhan)。对重(zhong)(zhong)点(dian)区(qu)域(yu)、重(zhong)(zhong)点(dian)流(liu)域(yu)、重(zhong)(zhong)点(dian)行(xing)(xing)业(ye)(ye)(ye)(ye)和(he)(he)产(chan)业(ye)(ye)(ye)(ye)布局开展(zhan)(zhan)(zhan)规(gui)划环(huan)(huan)(huan)(huan)(huan)评,调整(zheng)优(you)化(hua)不符合生(sheng)(sheng)态环(huan)(huan)(huan)(huan)(huan)境功能(neng)定位的(de)产(chan)业(ye)(ye)(ye)(ye)布局、规(gui)模(mo)和(he)(he)结(jie)构。严(yan)格控制(zhi)重(zhong)(zhong)点(dian)流(liu)域(yu)、重(zhong)(zhong)点(dian)区(qu)域(yu)环(huan)(huan)(huan)(huan)(huan)境风险(xian)(xian)项目(mu)。对国家(jia)级(ji)新(xin)区(qu)、工(gong)业(ye)(ye)(ye)(ye)园区(qu)、高新(xin)区(qu)等(deng)(deng)(deng)进(jin)行(xing)(xing)集中整(zheng)治,限期进(jin)行(xing)(xing)达标改(gai)造(zao)。加(jia)快城(cheng)市(shi)建(jian)(jian)成区(qu)、重(zhong)(zhong)点(dian)流(liu)域(yu)的(de)重(zhong)(zhong)污(wu)染企业(ye)(ye)(ye)(ye)和(he)(he)危险(xian)(xian)化(hua)学品企业(ye)(ye)(ye)(ye)搬(ban)迁(qian)改(gai)造(zao),2018年年底(di)前,相(xiang)关城(cheng)市(shi)政府就此(ci)制(zhi)定专(zhuan)项计(ji)划并向社(she)会公开。促进(jin)传统产(chan)业(ye)(ye)(ye)(ye)优(you)化(hua)升(sheng)级(ji),构建(jian)(jian)绿(lv)色(se)(se)产(chan)业(ye)(ye)(ye)(ye)链体系。继续化(hua)解过剩产(chan)能(neng),严(yan)禁钢铁(tie)、水泥、电解铝(lv)、平板玻璃(li)等(deng)(deng)(deng)行(xing)(xing)业(ye)(ye)(ye)(ye)新(xin)增(zeng)产(chan)能(neng),对确有必要新(xin)建(jian)(jian)的(de)必须实施等(deng)(deng)(deng)量或减量置换。加(jia)快推进(jin)危险(xian)(xian)化(hua)学品生(sheng)(sheng)产(chan)企业(ye)(ye)(ye)(ye)搬(ban)迁(qian)改(gai)造(zao)工(gong)程。提高污(wu)染排放标准(zhun),加(jia)大(da)钢铁(tie)等(deng)(deng)(deng)重(zhong)(zhong)点(dian)行(xing)(xing)业(ye)(ye)(ye)(ye)落(luo)后(hou)产(chan)能(neng)淘汰力(li)度,鼓(gu)励(li)(li)各地制(zhi)定范围更广、标准(zhun)更严(yan)的(de)落(luo)后(hou)产(chan)能(neng)淘汰政策。构建(jian)(jian)市(shi)场导(dao)向的(de)绿(lv)色(se)(se)技(ji)术创(chuang)新(xin)体系,强化(hua)产(chan)品全(quan)生(sheng)(sheng)命周(zhou)期绿(lv)色(se)(se)管理。大(da)力(li)发(fa)(fa)展(zhan)(zhan)(zhan)节能(neng)环(huan)(huan)(huan)(huan)(huan)保产(chan)业(ye)(ye)(ye)(ye)、清洁(jie)生(sheng)(sheng)产(chan)产(chan)业(ye)(ye)(ye)(ye)、清洁(jie)能(neng)源(yuan)产(chan)业(ye)(ye)(ye)(ye),加(jia)强科技(ji)创(chuang)新(xin)引领(ling),着力(li)引导(dao)绿(lv)色(se)(se)消费,大(da)力(li)提高节能(neng)、环(huan)(huan)(huan)(huan)(huan)保、资源(yuan)循环(huan)(huan)(huan)(huan)(huan)利用等(deng)(deng)(deng)绿(lv)色(se)(se)产(chan)业(ye)(ye)(ye)(ye)技(ji)术装备水平,培育发(fa)(fa)展(zhan)(zhan)(zhan)一批(pi)骨(gu)干(gan)企业(ye)(ye)(ye)(ye)。大(da)力(li)发(fa)(fa)展(zhan)(zhan)(zhan)节能(neng)和(he)(he)环(huan)(huan)(huan)(huan)(huan)境服务业(ye)(ye)(ye)(ye),推行(xing)(xing)合同(tong)能(neng)源(yuan)管理、合同(tong)节水管理,积极探(tan)索区(qu)域(yu)环(huan)(huan)(huan)(huan)(huan)境托(tuo)管服务等(deng)(deng)(deng)新(xin)模(mo)式。鼓(gu)励(li)(li)新(xin)业(ye)(ye)(ye)(ye)态发(fa)(fa)展(zhan)(zhan)(zhan)和(he)(he)模(mo)式创(chuang)新(xin)。在能(neng)源(yuan)、冶金、建(jian)(jian)材、有色(se)(se)、化(hua)工(gong)、电镀、造(zao)纸、印染、农副食品加(jia)工(gong)等(deng)(deng)(deng)行(xing)(xing)业(ye)(ye)(ye)(ye),全(quan)面推进(jin)清洁(jie)生(sheng)(sheng)产(chan)改(gai)造(zao)或清洁(jie)化(hua)改(gai)造(zao)。

(二)推进(jin)(jin)能源(yuan)(yuan)资(zi)源(yuan)(yuan)全面(mian)节(jie)(jie)约。强(qiang)(qiang)化能源(yuan)(yuan)和(he)(he)水(shui)资(zi)源(yuan)(yuan)消耗(hao)(hao)、建(jian)(jian)设用(yong)(yong)地(di)等(deng)总量和(he)(he)强(qiang)(qiang)度双控行(xing)(xing)动,实行(xing)(xing)最严(yan)格的耕地(di)保护、节(jie)(jie)约用(yong)(yong)地(di)和(he)(he)水(shui)资(zi)源(yuan)(yuan)管理制度。实施国(guo)家(jia)节(jie)(jie)水(shui)行(xing)(xing)动,完善(shan)水(shui)价形成机制,推进(jin)(jin)节(jie)(jie)水(shui)型(xing)社(she)会(hui)和(he)(he)节(jie)(jie)水(shui)型(xing)城市建(jian)(jian)设,到(dao)2020年,全国(guo)用(yong)(yong)水(shui)总量控制在6700亿立方(fang)米以内。健(jian)全节(jie)(jie)能、节(jie)(jie)水(shui)、节(jie)(jie)地(di)、节(jie)(jie)材(cai)、节(jie)(jie)矿标准体(ti)系,大(da)幅降低重点(dian)行(xing)(xing)业和(he)(he)企(qi)业能耗(hao)(hao)、物耗(hao)(hao),推行(xing)(xing)生产者责(ze)任延伸制度,实现生产系统和(he)(he)生活系统循环链接。鼓励新建(jian)(jian)建(jian)(jian)筑采用(yong)(yong)绿色建(jian)(jian)材(cai),大(da)力发展(zhan)装配(pei)式(shi)建(jian)(jian)筑,提高新建(jian)(jian)绿色建(jian)(jian)筑比例(li)。以北方(fang)采暖地(di)区为重点(dian),推进(jin)(jin)既有居住建(jian)(jian)筑节(jie)(jie)能改造。积极应对气(qi)候变化,采取有力措施确保完成2020年控制温室(shi)气(qi)体(ti)排放行(xing)(xing)动目标。扎(zha)实推进(jin)(jin)全国(guo)碳(tan)(tan)排放权(quan)交易市场建(jian)(jian)设,统筹(chou)深(shen)化低碳(tan)(tan)试(shi)点(dian)。

(三)引导公众绿(lv)(lv)色(se)生活。加(jia)强生态文明宣传教育(yu),倡导简约适度、绿(lv)(lv)色(se)低碳的生活方(fang)式,反(fan)对奢侈浪(lang)费(fei)和不合理(li)消费(fei)。开展创建绿(lv)(lv)色(se)家庭、绿(lv)(lv)色(se)学(xue)校、绿(lv)(lv)色(se)社区、绿(lv)(lv)色(se)商场、绿(lv)(lv)色(se)餐馆等(deng)行(xing)动。推(tui)行(xing)绿(lv)(lv)色(se)消费(fei),出(chu)台快递(di)业、共享经(jing)济等(deng)新业态的规范(fan)标(biao)准,推(tui)广(guang)环境标(biao)志产(chan)品、有机产(chan)品等(deng)绿(lv)(lv)色(se)产(chan)品。提倡绿(lv)(lv)色(se)居住,节约用水用电,合理(li)控(kong)制夏季空调和冬季取(qu)暖室内(nei)温(wen)度。大(da)力(li)发展公共交通,鼓(gu)励自行(xing)车(che)、步行(xing)等(deng)绿(lv)(lv)色(se)出(chu)行(xing)。

六、坚决打赢蓝天保卫战

编制实施打赢蓝(lan)天(tian)(tian)保卫战(zhan)三年作战(zhan)计划,以京(jing)津冀及周边、长三角(jiao)、汾渭平原等重点区域为(wei)主战(zhan)场,调整优化产(chan)业结构(gou)、能源结构(gou)、运输(shu)结构(gou)、用(yong)地(di)结构(gou),强化区域联防(fang)联控和重污(wu)(wu)染(ran)(ran)天(tian)(tian)气(qi)应对(dui),进一步明显(xian)降低PM2.5浓度,明显(xian)减少(shao)重污(wu)(wu)染(ran)(ran)天(tian)(tian)数(shu),明显(xian)改善大气(qi)环境质(zhi)量,明显(xian)增强人民的蓝(lan)天(tian)(tian)幸福(fu)感。

(一)加(jia)(jia)强工(gong)业企(qi)业大(da)(da)气(qi)(qi)污(wu)(wu)(wu)染综(zong)(zong)合治(zhi)(zhi)理(li)。全面整(zheng)(zheng)治(zhi)(zhi)"散乱污(wu)(wu)(wu)"企(qi)业及(ji)(ji)集群,实行(xing)拉网式排(pai)(pai)(pai)查(cha)和清单式、台账式、网格(ge)化管(guan)理(li),分(fen)类实施(shi)关(guan)(guan)停(ting)取缔、整(zheng)(zheng)合搬迁、整(zheng)(zheng)改(gai)提升(sheng)等措施(shi),京津(jin)冀及(ji)(ji)周边区域2018年(nian)(nian)(nian)年(nian)(nian)(nian)底前完(wan)成,其他重(zhong)点(dian)区域2019年(nian)(nian)(nian)年(nian)(nian)(nian)底前完(wan)成。坚(jian)决关(guan)(guan)停(ting)用地、工(gong)商手(shou)续不全并难以(yi)通过改(gai)造(zao)(zao)达标的(de)(de)(de)企(qi)业,限期治(zhi)(zhi)理(li)可以(yi)达标改(gai)造(zao)(zao)的(de)(de)(de)企(qi)业,逾期依法一律关(guan)(guan)停(ting)。强化工(gong)业企(qi)业无组织排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)管(guan)理(li),推进挥(hui)发(fa)(fa)性有(you)机(ji)物排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)综(zong)(zong)合整(zheng)(zheng)治(zhi)(zhi),开展大(da)(da)气(qi)(qi)氨排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)控(kong)制试点(dian)。到2020年(nian)(nian)(nian),挥(hui)发(fa)(fa)性有(you)机(ji)物排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)总量(liang)比2015年(nian)(nian)(nian)下降10%以(yi)上。重(zhong)点(dian)区域和大(da)(da)气(qi)(qi)污(wu)(wu)(wu)染严重(zhong)城市加(jia)(jia)大(da)(da)钢铁、铸造(zao)(zao)、炼焦、建材、电解铝等产能压减力度,实施(shi)大(da)(da)气(qi)(qi)污(wu)(wu)(wu)染物特(te)别排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)限值。加(jia)(jia)大(da)(da)排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)高、污(wu)(wu)(wu)染重(zhong)的(de)(de)(de)煤(mei)电机(ji)组淘汰(tai)力度,在重(zhong)点(dian)区域加(jia)(jia)快推进。到2020年(nian)(nian)(nian),具备改(gai)造(zao)(zao)条(tiao)件的(de)(de)(de)燃煤(mei)电厂全部完(wan)成超(chao)(chao)低排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)改(gai)造(zao)(zao),重(zhong)点(dian)区域不具备改(gai)造(zao)(zao)条(tiao)件的(de)(de)(de)高污(wu)(wu)(wu)染燃煤(mei)电厂逐步(bu)关(guan)(guan)停(ting)。推动钢铁等行(xing)业超(chao)(chao)低排(pai)(pai)(pai)放(fang)(fang)(fang)(fang)改(gai)造(zao)(zao)。

(二)大力推进散(san)(san)煤(mei)(mei)治理和(he)煤(mei)(mei)炭消(xiao)费(fei)(fei)减量(liang)替(ti)代(dai)。增(zeng)加清(qing)洁能源使用(yong),拓宽清(qing)洁能源消(xiao)纳(na)渠道,落实(shi)可再(zai)生(sheng)能源发(fa)电(dian)全额保障性收购政策。安全高(gao)效(xiao)发(fa)展核电(dian)。推动清(qing)洁低碳能源优先上(shang)网。加快(kuai)重点(dian)输电(dian)通(tong)道建设,提高(gao)重点(dian)区域接受(shou)外输电(dian)比(bi)例。因地制(zhi)宜、加快(kuai)实(shi)施(shi)北方地区冬季清(qing)洁取暖五(wu)年规划。鼓励余热(re)、浅层地热(re)能等清(qing)洁能源取暖。加强煤(mei)(mei)层气(qi)(煤(mei)(mei)矿瓦斯(si))综合利用(yong),实(shi)施(shi)生(sheng)物天然(ran)气(qi)工(gong)程。到(dao)2020年,京津冀及(ji)周边、汾(fen)渭平(ping)原的平(ping)原地区基(ji)本完成生(sheng)活(huo)和(he)冬季取暖散(san)(san)煤(mei)(mei)替(ti)代(dai);北京、天津、河北、山(shan)东、河南及(ji)珠(zhu)三角区域煤(mei)(mei)炭消(xiao)费(fei)(fei)总(zong)量(liang)比(bi)2015年均(jun)下降10%左右,上(shang)海、江苏、浙江、安徽及(ji)汾(fen)渭平(ping)原煤(mei)(mei)炭消(xiao)费(fei)(fei)总(zong)量(liang)均(jun)下降5%左右;重点(dian)区域基(ji)本淘汰每小时35蒸吨以下燃煤(mei)(mei)锅炉(lu)。推广清(qing)洁高(gao)效(xiao)燃煤(mei)(mei)锅炉(lu)。

(三)打好柴(chai)(chai)油(you)货车(che)(che)(che)(che)污(wu)染治理攻坚战。以开展(zhan)柴(chai)(chai)油(you)货车(che)(che)(che)(che)超(chao)标(biao)排(pai)放(fang)专项(xiang)整治为抓手,统筹开展(zhan)油(you)、路(lu)(lu)(lu)、车(che)(che)(che)(che)治理和(he)机(ji)(ji)动车(che)(che)(che)(che)船(chuan)(chuan)污(wu)染防治。严(yan)厉打击(ji)生(sheng)产(chan)销(xiao)售(shou)不达(da)标(biao)车(che)(che)(che)(che)辆、排(pai)放(fang)检验(yan)机(ji)(ji)构(gou)检测弄虚(xu)作(zuo)假等(deng)违(wei)法行为。加快(kuai)淘(tao)汰(tai)(tai)老旧车(che)(che)(che)(che),鼓励(li)清(qing)洁(jie)能源车(che)(che)(che)(che)辆、船(chuan)(chuan)舶(bo)的(de)推广(guang)使(shi)用(yong)(yong)。建设(she)"天地(di)车(che)(che)(che)(che)人"一体化(hua)的(de)机(ji)(ji)动车(che)(che)(che)(che)排(pai)放(fang)监控(kong)系统,完善(shan)机(ji)(ji)动车(che)(che)(che)(che)遥(yao)感监测网(wang)络(luo)。推进钢铁、电(dian)力、电(dian)解铝、焦化(hua)等(deng)重(zhong)(zhong)点(dian)(dian)工业(ye)企业(ye)和(he)工业(ye)园区(qu)(qu)货物(wu)由公路(lu)(lu)(lu)运(yun)(yun)输(shu)转向铁路(lu)(lu)(lu)运(yun)(yun)输(shu)。显(xian)著提(ti)高(gao)(gao)重(zhong)(zhong)点(dian)(dian)区(qu)(qu)域大宗货物(wu)铁路(lu)(lu)(lu)水(shui)路(lu)(lu)(lu)货运(yun)(yun)比(bi)例(li),提(ti)高(gao)(gao)沿海(hai)港(gang)(gang)口集(ji)装箱铁路(lu)(lu)(lu)集(ji)疏港(gang)(gang)比(bi)例(li)。重(zhong)(zhong)点(dian)(dian)区(qu)(qu)域提(ti)前(qian)实(shi)施机(ji)(ji)动车(che)(che)(che)(che)国(guo)六排(pai)放(fang)标(biao)准,严(yan)格实(shi)施船(chuan)(chuan)舶(bo)和(he)非(fei)道路(lu)(lu)(lu)移动机(ji)(ji)械大气排(pai)放(fang)标(biao)准。鼓励(li)淘(tao)汰(tai)(tai)老旧船(chuan)(chuan)舶(bo)、工程(cheng)机(ji)(ji)械和(he)农业(ye)机(ji)(ji)械。落实(shi)珠三角、长三角、环渤海(hai)京津冀(ji)水(shui)域船(chuan)(chuan)舶(bo)排(pai)放(fang)控(kong)制(zhi)区(qu)(qu)管理政策,全国(guo)主(zhu)要港(gang)(gang)口和(he)排(pai)放(fang)控(kong)制(zhi)区(qu)(qu)内(nei)港(gang)(gang)口靠港(gang)(gang)船(chuan)(chuan)舶(bo)率先(xian)使(shi)用(yong)(yong)岸(an)(an)电(dian)。到(dao)2020年,长江干线(xian)、西江航运(yun)(yun)干线(xian)、京杭(hang)运(yun)(yun)河水(shui)上服务区(qu)(qu)和(he)待(dai)闸锚地(di)基(ji)本具(ju)备船(chuan)(chuan)舶(bo)岸(an)(an)电(dian)供(gong)应(ying)能力。2019年1月1日起,全国(guo)供(gong)应(ying)符合(he)国(guo)六标(biao)准的(de)车(che)(che)(che)(che)用(yong)(yong)汽油(you)和(he)车(che)(che)(che)(che)用(yong)(yong)柴(chai)(chai)油(you),力争重(zhong)(zhong)点(dian)(dian)区(qu)(qu)域提(ti)前(qian)供(gong)应(ying)。尽快(kuai)实(shi)现(xian)车(che)(che)(che)(che)用(yong)(yong)柴(chai)(chai)油(you)、普通柴(chai)(chai)油(you)和(he)部分船(chuan)(chuan)舶(bo)用(yong)(yong)油(you)标(biao)准并轨。内(nei)河和(he)江海(hai)直达(da)船(chuan)(chuan)舶(bo)必须使(shi)用(yong)(yong)硫含量(liang)不大于(yu)10毫(hao)克(ke)/千克(ke)的(de)柴(chai)(chai)油(you)。严(yan)厉打击(ji)生(sheng)产(chan)、销(xiao)售(shou)和(he)使(shi)用(yong)(yong)非(fei)标(biao)车(che)(che)(che)(che)(船(chuan)(chuan))用(yong)(yong)燃料行为,彻底清(qing)除(chu)黑(hei)加油(you)站点(dian)(dian)。

(四)强化国土(tu)绿(lv)(lv)化和(he)扬尘管(guan)(guan)控。积极推进露天矿(kuang)山(shan)综合整治(zhi),加(jia)快环境(jing)修复和(he)绿(lv)(lv)化。开展大规模国土(tu)绿(lv)(lv)化行动,加(jia)强北方防沙带建(jian)设,实施京津风沙源治(zhi)理工(gong)程(cheng)、重点防护林(lin)工(gong)程(cheng),增加(jia)林(lin)草覆盖率。在城市功能疏(shu)解(jie)、更新和(he)调整中,将腾退空(kong)间优先用于留白增绿(lv)(lv)。落实城市道路(lu)和(he)城市范围内施工(gong)工(gong)地等(deng)扬尘管(guan)(guan)控。

(五)有(you)效(xiao)应(ying)对重污染(ran)天(tian)(tian)(tian)气。强(qiang)化(hua)(hua)重点(dian)(dian)区域(yu)联(lian)防(fang)联(lian)控联(lian)治,统一预(yu)(yu)警分级标准、信(xin)息发布、应(ying)急响(xiang)应(ying),提前采取应(ying)急减(jian)排(pai)措施,实(shi)(shi)施区域(yu)应(ying)急联(lian)动(dong),有(you)效(xiao)降(jiang)低污染(ran)程度(du)。完善(shan)应(ying)急预(yu)(yu)案(an),明确政府、部门及企业的应(ying)急责任,科(ke)学(xue)确定(ding)重污染(ran)期间管控措施和污染(ran)源减(jian)排(pai)清单(dan)。指导公众做好重污染(ran)天(tian)(tian)(tian)气健康防(fang)护。推进预(yu)(yu)测预(yu)(yu)报(bao)预(yu)(yu)警体系建(jian)设,2018年(nian)(nian)年(nian)(nian)底前,进一步(bu)提升国家级空(kong)气质量(liang)预(yu)(yu)报(bao)能(neng)力,区域(yu)预(yu)(yu)报(bao)中心具(ju)备7至(zhi)10天(tian)(tian)(tian)空(kong)气质量(liang)预(yu)(yu)报(bao)能(neng)力,省级预(yu)(yu)报(bao)中心具(ju)备7天(tian)(tian)(tian)空(kong)气质量(liang)预(yu)(yu)报(bao)能(neng)力并精确到所辖各城市(shi)。重点(dian)(dian)区域(yu)采暖季(ji)节,对钢铁、焦化(hua)(hua)、建(jian)材、铸(zhu)造、电解(jie)铝、化(hua)(hua)工(gong)等(deng)重点(dian)(dian)行业企业实(shi)(shi)施错峰(feng)生(sheng)产(chan)。重污染(ran)期间,对钢铁、焦化(hua)(hua)、有(you)色(se)、电力、化(hua)(hua)工(gong)等(deng)涉及大宗原材料及产(chan)品(pin)运输的重点(dian)(dian)企业实(shi)(shi)施错峰(feng)运输;强(qiang)化(hua)(hua)城市(shi)建(jian)设施工(gong)工(gong)地扬尘管控措施,加强(qiang)道(dao)路机(ji)扫。依法严禁秸秆露天(tian)(tian)(tian)焚烧,全面推进综合利(li)用(yong)。到2020年(nian)(nian),地级及以(yi)上城市(shi)重污染(ran)天(tian)(tian)(tian)数比(bi)2015年(nian)(nian)减(jian)少25%。

七、着力打好碧水保卫战

深入(ru)实施水(shui)污(wu)(wu)染(ran)防治行动计划(hua),扎实推(tui)进河长(zhang)制湖长(zhang)制,坚持污(wu)(wu)染(ran)减(jian)排和(he)生(sheng)态(tai)扩容两(liang)手(shou)发力,加快(kuai)工业、农业、生(sheng)活(huo)污(wu)(wu)染(ran)源(yuan)和(he)水(shui)生(sheng)态(tai)系统整(zheng)治,保(bao)障饮(yin)用水(shui)安全,消除(chu)城(cheng)市黑臭(chou)水(shui)体,减(jian)少污(wu)(wu)染(ran)严重水(shui)体和(he)不达(da)标水(shui)体。

(一)打好水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)地保护攻坚战。加(jia)强水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)水(shui)(shui)、出厂水(shui)(shui)、管(guan)(guan)网水(shui)(shui)、末梢水(shui)(shui)的全(quan)过程管(guan)(guan)理(li)。划定集中式饮用水(shui)(shui)水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)保护区,推进规范化建设。强化南水(shui)(shui)北(bei)调水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)地及沿线(xian)生态环(huan)境保护。深化地下水(shui)(shui)污染防治(zhi)。全(quan)面排查(cha)和整治(zhi)县级(ji)及以上(shang)城市水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)保护区内的违(wei)法(fa)违(wei)规问(wen)题(ti),长江经济带于2018年年底前、其他地区于2019年年底前完成(cheng)。单一水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)供水(shui)(shui)的地级(ji)及以上(shang)城市应(ying)当建设应(ying)急水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)或备用水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)。定期监(检)测(ce)、评(ping)估(gu)集中式饮用水(shui)(shui)水(shui)(shui)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)、供水(shui)(shui)单位供水(shui)(shui)和用户水(shui)(shui)龙头(tou)水(shui)(shui)质状况,县级(ji)及以上(shang)城市至少每季度向社(she)会公开(kai)一次。

(二(er))打好城(cheng)市(shi)黑臭水(shui)体治理(li)攻坚战(zhan)。实施城(cheng)镇(zhen)污(wu)(wu)水(shui)处(chu)(chu)理(li)"提质(zhi)增效(xiao)"三年行动(dong),加(jia)快补齐城(cheng)镇(zhen)污(wu)(wu)水(shui)收(shou)(shou)集和(he)处(chu)(chu)理(li)设施短板,尽(jin)快实现(xian)污(wu)(wu)水(shui)管网全(quan)覆盖、全(quan)收(shou)(shou)集、全(quan)处(chu)(chu)理(li)。完善(shan)污(wu)(wu)水(shui)处(chu)(chu)理(li)收(shou)(shou)费(fei)政策,各地(di)要(yao)按(an)规定将污(wu)(wu)水(shui)处(chu)(chu)理(li)收(shou)(shou)费(fei)标(biao)准尽(jin)快调整到位(wei),原则上应补偿到污(wu)(wu)水(shui)处(chu)(chu)理(li)和(he)污(wu)(wu)泥处(chu)(chu)置(zhi)设施正常运营并(bing)合(he)理(li)盈(ying)利。对中西部地(di)区(qu),中央财政给予(yu)适当支持。加(jia)强(qiang)城(cheng)市(shi)初期雨(yu)水(shui)收(shou)(shou)集处(chu)(chu)理(li)设施建设,有效(xiao)减少(shao)城(cheng)市(shi)面(mian)源污(wu)(wu)染。到2020年,地(di)级及以上城(cheng)市(shi)建成(cheng)区(qu)黑臭水(shui)体消除比例(li)达90%以上。鼓(gu)励京津冀、长三角、珠三角区(qu)域城(cheng)市(shi)建成(cheng)区(qu)尽(jin)早全(quan)面(mian)消除黑臭水(shui)体。

(三)打好长(zhang)江保护修复攻坚战。开展(zhan)长(zhang)江流(liu)(liu)域(yu)生(sheng)(sheng)态(tai)(tai)隐(yin)患和环(huan)境风(feng)险调查(cha)评(ping)估,划定高风(feng)险区域(yu),从(cong)严实(shi)施(shi)生(sheng)(sheng)态(tai)(tai)环(huan)境风(feng)险防控措(cuo)施(shi)。优化长(zhang)江经济带产(chan)业(ye)布局和规(gui)模,严禁(jin)污(wu)染型产(chan)业(ye)、企业(ye)向(xiang)上中游(you)地(di)区转移(yi)。排查(cha)整治(zhi)(zhi)入河入湖(hu)排污(wu)口(kou)及不(bu)达(da)(da)(da)标水(shui)体(ti),市、县级政府制(zhi)定实(shi)施(shi)不(bu)达(da)(da)(da)标水(shui)体(ti)限期(qi)达(da)(da)(da)标规(gui)划。到2020年,长(zhang)江流(liu)(liu)域(yu)基(ji)本(ben)消除(chu)劣Ⅴ类水(shui)体(ti)。强化船舶和港口(kou)污(wu)染防治(zhi)(zhi),现有船舶到2020年全部完成达(da)(da)(da)标改造,港口(kou)、船舶修造厂环(huan)卫设(she)施(shi)、污(wu)水(shui)处理设(she)施(shi)纳入城市设(she)施(shi)建设(she)规(gui)划。加强沿河环(huan)湖(hu)生(sheng)(sheng)态(tai)(tai)保护,修复湿地(di)等水(shui)生(sheng)(sheng)态(tai)(tai)系统,因地(di)制(zhi)宜建设(she)人工湿地(di)水(shui)质净化工程。实(shi)施(shi)长(zhang)江流(liu)(liu)域(yu)上中游(you)水(shui)库群联合(he)调度,保障干流(liu)(liu)、主要支流(liu)(liu)和湖(hu)泊基(ji)本(ben)生(sheng)(sheng)态(tai)(tai)用(yong)水(shui)。

(四)打好渤海(hai)(hai)(hai)(hai)综(zong)合治理(li)(li)攻坚战。以渤海(hai)(hai)(hai)(hai)海(hai)(hai)(hai)(hai)区(qu)的(de)渤海(hai)(hai)(hai)(hai)湾、辽东湾、莱州湾、辽河(he)(he)口、黄(huang)河(he)(he)口等为重点,推(tui)动河(he)(he)口海(hai)(hai)(hai)(hai)湾综(zong)合整治。全(quan)面(mian)整治入(ru)海(hai)(hai)(hai)(hai)污(wu)染(ran)(ran)源,规(gui)范入(ru)海(hai)(hai)(hai)(hai)排污(wu)口设(she)置,全(quan)部(bu)清理(li)(li)非法(fa)排污(wu)口。严(yan)格(ge)(ge)控(kong)制(zhi)(zhi)海(hai)(hai)(hai)(hai)水养殖等造成(cheng)的(de)海(hai)(hai)(hai)(hai)上污(wu)染(ran)(ran),推(tui)进海(hai)(hai)(hai)(hai)洋(yang)垃圾防治和清理(li)(li)。率先在渤海(hai)(hai)(hai)(hai)实施(shi)主要(yao)污(wu)染(ran)(ran)物排海(hai)(hai)(hai)(hai)总量控(kong)制(zhi)(zhi)制(zhi)(zhi)度,强化(hua)陆海(hai)(hai)(hai)(hai)污(wu)染(ran)(ran)联防联控(kong),加强入(ru)海(hai)(hai)(hai)(hai)河(he)(he)流治理(li)(li)与(yu)监管。实施(shi)最严(yan)格(ge)(ge)的(de)围(wei)填海(hai)(hai)(hai)(hai)和岸(an)线开(kai)发管控(kong),统筹安排海(hai)(hai)(hai)(hai)洋(yang)空间利用活动。渤海(hai)(hai)(hai)(hai)禁止(zhi)审批(pi)(pi)新(xin)(xin)增围(wei)填海(hai)(hai)(hai)(hai)项(xiang)目,引(yin)导符合国家(jia)产业政策(ce)的(de)项(xiang)目消(xiao)化(hua)存量围(wei)填海(hai)(hai)(hai)(hai)资源,已审批(pi)(pi)但未开(kai)工的(de)项(xiang)目要(yao)依法(fa)重新(xin)(xin)进行评估和清理(li)(li)。

(五)打好(hao)(hao)农(nong)(nong)业(ye)农(nong)(nong)村污(wu)染治(zhi)理(li)攻坚(jian)战。以(yi)建(jian)设(she)美丽宜居村庄(zhuang)为导(dao)向,持续开(kai)展农(nong)(nong)村人(ren)居环(huan)境(jing)(jing)(jing)整治(zhi)行动,实现全国行政村环(huan)境(jing)(jing)(jing)整治(zhi)全覆盖。到(dao)(dao)(dao)2020年(nian),农(nong)(nong)村人(ren)居环(huan)境(jing)(jing)(jing)明(ming)显(xian)改善,村庄(zhuang)环(huan)境(jing)(jing)(jing)基(ji)(ji)(ji)本(ben)(ben)干净整洁有(you)(you)序(xu),东部(bu)地(di)(di)区(qu)、中西(xi)部(bu)城市近郊区(qu)等有(you)(you)基(ji)(ji)(ji)础、有(you)(you)条件的(de)(de)地(di)(di)区(qu)人(ren)居环(huan)境(jing)(jing)(jing)质量(liang)(liang)全面提(ti)升,管护长效机制(zhi)(zhi)初步建(jian)立;中西(xi)部(bu)有(you)(you)较好(hao)(hao)基(ji)(ji)(ji)础、基(ji)(ji)(ji)本(ben)(ben)具备条件的(de)(de)地(di)(di)区(qu)力争实现90%左(zuo)右(you)的(de)(de)村庄(zhuang)生(sheng)活(huo)垃圾得(de)到(dao)(dao)(dao)治(zhi)理(li),卫生(sheng)厕(ce)所普(pu)及率(lv)(lv)达到(dao)(dao)(dao)85%左(zuo)右(you),生(sheng)活(huo)污(wu)水乱排乱放得(de)到(dao)(dao)(dao)管控(kong)(kong)。减少化肥农(nong)(nong)药(yao)使(shi)用(yong)(yong)量(liang)(liang),制(zhi)(zhi)修订并严格执行化肥农(nong)(nong)药(yao)等农(nong)(nong)业(ye)投入品质量(liang)(liang)标(biao)准,严格控(kong)(kong)制(zhi)(zhi)高毒高风险农(nong)(nong)药(yao)使(shi)用(yong)(yong),推进(jin)(jin)有(you)(you)机肥替(ti)代(dai)化肥、病虫害(hai)绿(lv)色防控(kong)(kong)替(ti)代(dai)化学防治(zhi)和废(fei)弃农(nong)(nong)膜回收,完善废(fei)旧地(di)(di)膜和包装废(fei)弃物(wu)(wu)等回收处理(li)制(zhi)(zhi)度(du)。到(dao)(dao)(dao)2020年(nian),化肥农(nong)(nong)药(yao)使(shi)用(yong)(yong)量(liang)(liang)实现零增长。坚(jian)持种(zhong)植和养殖相(xiang)结(jie)合(he)(he),就地(di)(di)就近消纳利用(yong)(yong)畜禽养殖废(fei)弃物(wu)(wu)。合(he)(he)理(li)布局(ju)水产养殖空间,深入推进(jin)(jin)水产健康(kang)养殖,开(kai)展重(zhong)(zhong)点江(jiang)河湖(hu)库及重(zhong)(zhong)点近岸海域破坏(huai)生(sheng)态环(huan)境(jing)(jing)(jing)的(de)(de)养殖方式综(zong)合(he)(he)整治(zhi)。到(dao)(dao)(dao)2020年(nian),全国畜禽粪(fen)污(wu)综(zong)合(he)(he)利用(yong)(yong)率(lv)(lv)达到(dao)(dao)(dao)75%以(yi)上(shang),规(gui)模养殖场粪(fen)污(wu)处理(li)设(she)施(shi)装备配套(tao)率(lv)(lv)达到(dao)(dao)(dao)95%以(yi)上(shang)。

八、扎实推进净土保卫战

全面实施土壤(rang)污染(ran)防(fang)治(zhi)行(xing)动计划,突(tu)出重点(dian)区域、行(xing)业(ye)和(he)(he)污染(ran)物,有效管控农用(yong)地和(he)(he)城市建设(she)用(yong)地土壤(rang)环境风险。

(一)强化土(tu)(tu)(tu)壤(rang)污(wu)染管(guan)控(kong)(kong)和修(xiu)复。加强耕地(di)(di)土(tu)(tu)(tu)壤(rang)环境分(fen)类管(guan)理(li)。严格管(guan)控(kong)(kong)重度污(wu)染耕地(di)(di),严禁在重度污(wu)染耕地(di)(di)种植食(shi)用农产品。实施耕地(di)(di)土(tu)(tu)(tu)壤(rang)环境治理(li)保护重大工程,开(kai)(kai)展重点(dian)地(di)(di)区涉重金(jin)属行业排查和整治。2018年(nian)(nian)年(nian)(nian)底前,完(wan)成农用地(di)(di)土(tu)(tu)(tu)壤(rang)污(wu)染状(zhuang)况详查。2020年(nian)(nian)年(nian)(nian)底前,编制(zhi)完(wan)成耕地(di)(di)土(tu)(tu)(tu)壤(rang)环境质量分(fen)类清单。建(jian)立(li)建(jian)设用地(di)(di)土(tu)(tu)(tu)壤(rang)污(wu)染风险管(guan)控(kong)(kong)和修(xiu)复名录(lu),列入(ru)名录(lu)且未完(wan)成治理(li)修(xiu)复的地(di)(di)块(kuai)不得作为住宅、公(gong)共(gong)管(guan)理(li)与公(gong)共(gong)服务(wu)用地(di)(di)。建(jian)立(li)污(wu)染地(di)(di)块(kuai)联(lian)动(dong)监(jian)(jian)管(guan)机制(zhi),将建(jian)设用地(di)(di)土(tu)(tu)(tu)壤(rang)环境管(guan)理(li)要(yao)求纳(na)入(ru)用地(di)(di)规划和供地(di)(di)管(guan)理(li),严格控(kong)(kong)制(zhi)用地(di)(di)准入(ru),强化暂不开(kai)(kai)发(fa)污(wu)染地(di)(di)块(kuai)的风险管(guan)控(kong)(kong)。2020年(nian)(nian)年(nian)(nian)底前,完(wan)成重点(dian)行业企(qi)(qi)业用地(di)(di)土(tu)(tu)(tu)壤(rang)污(wu)染状(zhuang)况调查。严格土(tu)(tu)(tu)壤(rang)污(wu)染重点(dian)行业企(qi)(qi)业搬迁改造过程中拆除活动(dong)的环境监(jian)(jian)管(guan)。

(二)加快(kuai)推进垃圾(ji)(ji)分类处(chu)理(li)(li)。到(dao)2020年,实(shi)现所有(you)城(cheng)市(shi)(shi)和(he)县城(cheng)生(sheng)(sheng)活垃圾(ji)(ji)处(chu)理(li)(li)能力(li)全覆盖,基(ji)本完成(cheng)非正(zheng)规垃圾(ji)(ji)堆放点整治;直辖市(shi)(shi)、计划(hua)单列市(shi)(shi)、省(sheng)会城(cheng)市(shi)(shi)和(he)第一(yi)批分类示范城(cheng)市(shi)(shi)基(ji)本建成(cheng)生(sheng)(sheng)活垃圾(ji)(ji)分类处(chu)理(li)(li)系统。推进垃圾(ji)(ji)资(zi)源(yuan)化利(li)用,大力(li)发展垃圾(ji)(ji)焚(fen)烧发电(dian)。推进农(nong)村(cun)垃圾(ji)(ji)就地分类、资(zi)源(yuan)化利(li)用和(he)处(chu)理(li)(li),建立农(nong)村(cun)有(you)机废弃物(wu)收集、转化、利(li)用网络(luo)体(ti)系。

(三)强化(hua)固(gu)(gu)体(ti)(ti)(ti)废(fei)(fei)(fei)物污染(ran)防治。全面(mian)禁止(zhi)洋(yang)垃圾入(ru)境,严厉打击走私,大幅减少(shao)固(gu)(gu)体(ti)(ti)(ti)废(fei)(fei)(fei)物进口种类和数量,力(li)争2020年年底(di)前基本实现固(gu)(gu)体(ti)(ti)(ti)废(fei)(fei)(fei)物零进口。开展"无废(fei)(fei)(fei)城市(shi)"试(shi)点(dian),推动(dong)(dong)固(gu)(gu)体(ti)(ti)(ti)废(fei)(fei)(fei)物资源化(hua)利(li)用(yong)。调查、评估(gu)重点(dian)工业行业危(wei)险废(fei)(fei)(fei)物产生、贮存、利(li)用(yong)、处(chu)置(zhi)情(qing)况(kuang)。完善危(wei)险废(fei)(fei)(fei)物经营许可、转移等管(guan)(guan)理(li)制(zhi)度(du),建立信(xin)息化(hua)监(jian)管(guan)(guan)体(ti)(ti)(ti)系,提升危(wei)险废(fei)(fei)(fei)物处(chu)理(li)处(chu)置(zhi)能力(li),实施全过程监(jian)管(guan)(guan)。严厉打击危(wei)险废(fei)(fei)(fei)物非(fei)法(fa)跨界转移、倾倒等违(wei)法(fa)犯罪活动(dong)(dong)。深入(ru)推进长江(jiang)经济(ji)带固(gu)(gu)体(ti)(ti)(ti)废(fei)(fei)(fei)物大排(pai)查活动(dong)(dong)。评估(gu)有毒有害化(hua)学(xue)品在生态环境中的风险状况(kuang),严格限制(zhi)高风险化(hua)学(xue)品生产、使用(yong)、进出口,并逐步淘(tao)汰、替代。

九、加快生态保护与修复

坚持自然(ran)恢复为主,统(tong)筹开展全国生(sheng)态保(bao)护(hu)与修复,全面(mian)划定(ding)并严守(shou)生(sheng)态保(bao)护(hu)红线,提升(sheng)生(sheng)态系统(tong)质量和稳(wen)定(ding)性。

(一)划(hua)定(ding)并严守生(sheng)(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)红(hong)(hong)(hong)线。按照(zhao)应保(bao)(bao)尽(jin)保(bao)(bao)、应划(hua)尽(jin)划(hua)的原则,将(jiang)生(sheng)(sheng)(sheng)态(tai)(tai)(tai)功能重(zhong)要(yao)区(qu)域、生(sheng)(sheng)(sheng)态(tai)(tai)(tai)环境敏感脆弱区(qu)域纳入生(sheng)(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)红(hong)(hong)(hong)线。到2020年,全(quan)面完成(cheng)全(quan)国(guo)生(sheng)(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)红(hong)(hong)(hong)线划(hua)定(ding)、勘界定(ding)标,形成(cheng)生(sheng)(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)红(hong)(hong)(hong)线全(quan)国(guo)"一张图",实(shi)现一条(tiao)红(hong)(hong)(hong)线管控(kong)重(zhong)要(yao)生(sheng)(sheng)(sheng)态(tai)(tai)(tai)空间。制定(ding)实(shi)施生(sheng)(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)红(hong)(hong)(hong)线管理(li)办法、保(bao)(bao)护(hu)(hu)修复方案,建设国(guo)家生(sheng)(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)红(hong)(hong)(hong)线监管平台(tai),开展生(sheng)(sheng)(sheng)态(tai)(tai)(tai)保(bao)(bao)护(hu)(hu)红(hong)(hong)(hong)线监测预警与(yu)评估考(kao)核。

(二)坚决查(cha)(cha)处(chu)生态破坏(huai)行(xing)为。2018年年底前(qian),县(xian)级及(ji)以上地方政府全面排(pai)查(cha)(cha)违(wei)(wei)法违(wei)(wei)规挤占生态空间、破坏(huai)自然(ran)遗迹等(deng)行(xing)为,制定治理和(he)修复(fu)计划并向社会公开(kai)。开(kai)展(zhan)病危险尾(wei)矿(kuang)库和(he)"头顶库"专项整治。持续(xu)开(kai)展(zhan)"绿盾"自然(ran)保护(hu)区监督检查(cha)(cha)专项行(xing)动,严肃查(cha)(cha)处(chu)各类违(wei)(wei)法违(wei)(wei)规行(xing)为,限期进行(xing)整治修复(fu)。

(三)建立以国家公园为主体的自然(ran)保护(hu)(hu)地(di)体系。到2020年,完成全国自然(ran)保护(hu)(hu)区范围界限核准和(he)(he)勘界立标,整(zheng)合(he)(he)设立一批国家公园,自然(ran)保护(hu)(hu)地(di)相关(guan)法(fa)规(gui)和(he)(he)管理(li)制(zhi)度(du)基本建立。对生态严重退化地(di)区实行(xing)封禁(jin)管理(li),稳(wen)步实施退耕还林还草和(he)(he)退牧(mu)(mu)还草,扩大轮作休耕试点,全面(mian)推行(xing)草原(yuan)禁(jin)牧(mu)(mu)休牧(mu)(mu)和(he)(he)草畜(chu)平衡(heng)制(zhi)度(du)。依法(fa)依规(gui)解决(jue)自然(ran)保护(hu)(hu)地(di)内的矿业(ye)权(quan)合(he)(he)理(li)退出问题(ti)。全面(mian)保护(hu)(hu)天然(ran)林,推进(jin)(jin)荒漠化、石漠化、水(shui)土(tu)流(liu)失综合(he)(he)治(zhi)理(li),强化湿地(di)保护(hu)(hu)和(he)(he)恢复(fu)。加强休渔禁(jin)渔管理(li),推进(jin)(jin)长江(jiang)、渤(bo)海(hai)等重点水(shui)域禁(jin)捕(bu)限捕(bu),加强海(hai)洋牧(mu)(mu)场(chang)建设,加大渔业(ye)资(zi)源增殖放流(liu)。推动耕地(di)草原(yuan)森林河流(liu)湖泊海(hai)洋休养生息。

十、改革完善生态环境治理体系

深化生态(tai)环(huan)(huan)境(jing)保护管理体(ti)制(zhi)改革,完善生态(tai)环(huan)(huan)境(jing)管理制(zhi)度,加快构建生态(tai)环(huan)(huan)境(jing)治理体(ti)系(xi),健(jian)全保障举措,增强系(xi)统性(xing)和完整性(xing),大幅提升治理能(neng)力。

严格生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)质(zhi)(zhi)量(liang)管(guan)(guan)(guan)(guan)理(li)(li)。生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)质(zhi)(zhi)量(liang)只能更好、不能变坏(huai)。生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)质(zhi)(zhi)量(liang)达(da)(da)标地区(qu)要(yao)保(bao)持稳(wen)定并持续改善(shan);生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)质(zhi)(zhi)量(liang)不达(da)(da)标地区(qu)的市(shi)(shi)、县级政府(fu),要(yao)于2018年年底(di)前制(zhi)(zhi)定实(shi)施限期达(da)(da)标规划(hua),向上(shang)级政府(fu)备案并向社会(hui)(hui)公(gong)(gong)(gong)开。加快推行(xing)排污(wu)许(xu)可(ke)制(zhi)(zhi)度(du),对固定污(wu)染源(yuan)实(shi)施全(quan)过(guo)程管(guan)(guan)(guan)(guan)理(li)(li)和多污(wu)染物(wu)协(xie)同控制(zhi)(zhi),按行(xing)业(ye)(ye)(ye)、地区(qu)、时限核(he)(he)发排污(wu)许(xu)可(ke)证,全(quan)面落(luo)实(shi)企(qi)业(ye)(ye)(ye)治污(wu)责任(ren),强(qiang)(qiang)化(hua)证后监(jian)(jian)管(guan)(guan)(guan)(guan)和处罚(fa)。在长江经济带率先实(shi)施入(ru)河污(wu)染源(yuan)排放、排污(wu)口排放和水体水质(zhi)(zhi)联动管(guan)(guan)(guan)(guan)理(li)(li)。2020年,将排污(wu)许(xu)可(ke)证制(zhi)(zhi)度(du)建(jian)设成为(wei)固定源(yuan)环(huan)(huan)(huan)境(jing)(jing)管(guan)(guan)(guan)(guan)理(li)(li)核(he)(he)心制(zhi)(zhi)度(du),实(shi)现"一证式"管(guan)(guan)(guan)(guan)理(li)(li)。健全(quan)环(huan)(huan)(huan)保(bao)信(xin)(xin)用(yong)评(ping)价(jia)、信(xin)(xin)息(xi)(xi)(xi)强(qiang)(qiang)制(zhi)(zhi)性披(pi)(pi)露(lu)、严惩重罚(fa)等制(zhi)(zhi)度(du)。将企(qi)业(ye)(ye)(ye)环(huan)(huan)(huan)境(jing)(jing)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)纳入(ru)全(quan)国(guo)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)共享平台和国(guo)家企(qi)业(ye)(ye)(ye)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)公(gong)(gong)(gong)示系统,依法通过(guo)"信(xin)(xin)用(yong)中国(guo)"网站(zhan)和国(guo)家企(qi)业(ye)(ye)(ye)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)(xi)公(gong)(gong)(gong)示系统向社会(hui)(hui)公(gong)(gong)(gong)示。监(jian)(jian)督上(shang)市(shi)(shi)公(gong)(gong)(gong)司、发债(zhai)企(qi)业(ye)(ye)(ye)等市(shi)(shi)场(chang)主体全(quan)面、及时、准确地披(pi)(pi)露(lu)环(huan)(huan)(huan)境(jing)(jing)信(xin)(xin)息(xi)(xi)(xi)。建(jian)立(li)跨(kua)部门联合奖惩机(ji)制(zhi)(zhi)。完(wan)善(shan)国(guo)家核(he)(he)安(an)全(quan)工作协(xie)调机(ji)制(zhi)(zhi),强(qiang)(qiang)化(hua)对核(he)(he)安(an)全(quan)工作的统筹。

(二)健全(quan)生(sheng)(sheng)态(tai)(tai)(tai)环境保(bao)护经济政(zheng)(zheng)策(ce)(ce)体系。资(zi)(zi)金投(tou)(tou)入向污(wu)(wu)染(ran)防(fang)治(zhi)(zhi)(zhi)攻(gong)坚战(zhan)倾(qing)斜,坚持(chi)(chi)(chi)投(tou)(tou)入同(tong)(tong)攻(gong)坚任务相匹(pi)配,加(jia)大(da)财(cai)(cai)政(zheng)(zheng)投(tou)(tou)入力(li)度。逐步建立常态(tai)(tai)(tai)化(hua)(hua)、稳定(ding)的(de)财(cai)(cai)政(zheng)(zheng)资(zi)(zi)金投(tou)(tou)入机制。扩大(da)中央(yang)(yang)财(cai)(cai)政(zheng)(zheng)支(zhi)持(chi)(chi)(chi)北(bei)方(fang)地区(qu)(qu)(qu)清洁(jie)取暖(nuan)的(de)试点城(cheng)市范(fan)(fan)围,国有资(zi)(zi)本要加(jia)大(da)对污(wu)(wu)染(ran)防(fang)治(zhi)(zhi)(zhi)的(de)投(tou)(tou)入。完善(shan)居民取暖(nuan)用气用电定(ding)价机制和补(bu)贴政(zheng)(zheng)策(ce)(ce)。增加(jia)中央(yang)(yang)财(cai)(cai)政(zheng)(zheng)对国家重点生(sheng)(sheng)态(tai)(tai)(tai)功(gong)(gong)能区(qu)(qu)(qu)、生(sheng)(sheng)态(tai)(tai)(tai)保(bao)护红线区(qu)(qu)(qu)域等(deng)(deng)(deng)生(sheng)(sheng)态(tai)(tai)(tai)功(gong)(gong)能重要地区(qu)(qu)(qu)的(de)转移支(zhi)付,继续(xu)安排中央(yang)(yang)预算内投(tou)(tou)资(zi)(zi)对重点生(sheng)(sheng)态(tai)(tai)(tai)功(gong)(gong)能区(qu)(qu)(qu)给予支(zhi)持(chi)(chi)(chi)。各省(自治(zhi)(zhi)(zhi)区(qu)(qu)(qu)、直辖市)合理(li)确(que)定(ding)补(bu)偿标准,并逐步提高补(bu)偿水平(ping)。完善(shan)助力(li)绿色产业(ye)发(fa)(fa)展的(de)价格、财(cai)(cai)税、投(tou)(tou)资(zi)(zi)等(deng)(deng)(deng)政(zheng)(zheng)策(ce)(ce)。大(da)力(li)发(fa)(fa)展绿色信(xin)贷、绿色债券(quan)等(deng)(deng)(deng)金融产品。设立国家绿色发(fa)(fa)展基金。落(luo)实有利于(yu)资(zi)(zi)源节(jie)约和生(sheng)(sheng)态(tai)(tai)(tai)环境保(bao)护的(de)价格政(zheng)(zheng)策(ce)(ce),落(luo)实相关(guan)税收优惠政(zheng)(zheng)策(ce)(ce)。研(yan)究对从事(shi)污(wu)(wu)染(ran)防(fang)治(zhi)(zhi)(zhi)的(de)第(di)三方(fang)企业(ye)比(bi)照高新技术企业(ye)实行所得税优惠政(zheng)(zheng)策(ce)(ce),研(yan)究出台"散乱(luan)污(wu)(wu)"企业(ye)综合治(zhi)(zhi)(zhi)理(li)激励政(zheng)(zheng)策(ce)(ce)。推动(dong)环境污(wu)(wu)染(ran)责(ze)任保(bao)险(xian)发(fa)(fa)展,在环境高风(feng)险(xian)领域建立环境污(wu)(wu)染(ran)强制责(ze)任保(bao)险(xian)制度。推进社会化(hua)(hua)生(sheng)(sheng)态(tai)(tai)(tai)环境治(zhi)(zhi)(zhi)理(li)和保(bao)护。采用直接投(tou)(tou)资(zi)(zi)、投(tou)(tou)资(zi)(zi)补(bu)助、运营补(bu)贴等(deng)(deng)(deng)方(fang)式,规范(fan)(fan)支(zhi)持(chi)(chi)(chi)政(zheng)(zheng)府(fu)(fu)(fu)和社会资(zi)(zi)本合作项目(mu)(mu);对政(zheng)(zheng)府(fu)(fu)(fu)实施(shi)的(de)环境绩(ji)效合同(tong)(tong)服务项目(mu)(mu),公共财(cai)(cai)政(zheng)(zheng)支(zhi)付水平(ping)同(tong)(tong)治(zhi)(zhi)(zhi)理(li)绩(ji)效挂钩。鼓(gu)励通过政(zheng)(zheng)府(fu)(fu)(fu)购买服务方(fang)式实施(shi)生(sheng)(sheng)态(tai)(tai)(tai)环境治(zhi)(zhi)(zhi)理(li)和保(bao)护。

(三)健全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)法(fa)(fa)(fa)(fa)(fa)治(zhi)体系。依(yi)靠法(fa)(fa)(fa)(fa)(fa)治(zhi)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing),增强全(quan)(quan)社会生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)法(fa)(fa)(fa)(fa)(fa)治(zhi)意识(shi)。加快建(jian)立(li)绿色(se)生(sheng)(sheng)(sheng)(sheng)产消费的法(fa)(fa)(fa)(fa)(fa)律制(zhi)(zhi)度(du)和政(zheng)策(ce)导向。加快制(zhi)(zhi)定和修改土(tu)壤污染防治(zhi)、固体废物污染防治(zhi)、长江生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)、海洋环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)、国(guo)家(jia)公(gong)园、湿地、生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)监测、排污许可(ke)、资源综(zong)(zong)合(he)利(li)用、空间规(gui)划、碳排放权交易管理(li)等方面的法(fa)(fa)(fa)(fa)(fa)律法(fa)(fa)(fa)(fa)(fa)规(gui)。鼓励地方在生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)领(ling)域(yu)先(xian)于国(guo)家(jia)进(jin)行(xing)立(li)法(fa)(fa)(fa)(fa)(fa)。建(jian)立(li)生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)综(zong)(zong)合(he)执(zhi)法(fa)(fa)(fa)(fa)(fa)机关(guan)(guan)(guan)、公(gong)安机关(guan)(guan)(guan)、检察机关(guan)(guan)(guan)、审判机关(guan)(guan)(guan)信(xin)息共享、案情通报(bao)、案件移(yi)送制(zhi)(zhi)度(du),完善生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)领(ling)域(yu)民事、行(xing)政(zheng)公(gong)益诉讼制(zhi)(zhi)度(du),加大生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)违(wei)法(fa)(fa)(fa)(fa)(fa)犯罪行(xing)为的制(zhi)(zhi)裁和惩处力(li)度(du)。加强涉(she)生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)的司(si)法(fa)(fa)(fa)(fa)(fa)力(li)量(liang)建(jian)设。整合(he)组建(jian)生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)综(zong)(zong)合(he)执(zhi)法(fa)(fa)(fa)(fa)(fa)队伍,统(tong)一(yi)(yi)实(shi)行(xing)生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)执(zhi)法(fa)(fa)(fa)(fa)(fa)。将生(sheng)(sheng)(sheng)(sheng)态(tai)(tai)(tai)环(huan)境(jing)(jing)(jing)(jing)(jing)(jing)保(bao)(bao)(bao)(bao)护(hu)(hu)(hu)(hu)综(zong)(zong)合(he)执(zhi)法(fa)(fa)(fa)(fa)(fa)机构列入政(zheng)府行(xing)政(zheng)执(zhi)法(fa)(fa)(fa)(fa)(fa)机构序列,推进(jin)执(zhi)法(fa)(fa)(fa)(fa)(fa)规(gui)范(fan)化建(jian)设,统(tong)一(yi)(yi)着装、统(tong)一(yi)(yi)标识(shi)、统(tong)一(yi)(yi)证件、统(tong)一(yi)(yi)保(bao)(bao)(bao)(bao)障执(zhi)法(fa)(fa)(fa)(fa)(fa)用车和装备。

(四(si))强化(hua)生(sheng)态(tai)(tai)(tai)环(huan)(huan)(huan)(huan)境保(bao)(bao)护(hu)能(neng)力保(bao)(bao)障体系(xi)。增强科技(ji)支(zhi)撑,开展(zhan)(zhan)大(da)(da)气污(wu)染(ran)成因(yin)与治(zhi)(zhi)理(li)、水体污(wu)染(ran)控制与治(zhi)(zhi)理(li)、土壤污(wu)染(ran)防(fang)治(zhi)(zhi)等(deng)重点(dian)领域(yu)科技(ji)攻关,实(shi)施京(jing)津冀环(huan)(huan)(huan)(huan)境综合治(zhi)(zhi)理(li)重大(da)(da)项目,推进区域(yu)性、流域(yu)性生(sheng)态(tai)(tai)(tai)环(huan)(huan)(huan)(huan)境问题研(yan)究(jiu)。完成第二次全国污(wu)染(ran)源普(pu)查。开展(zhan)(zhan)大(da)(da)数(shu)据应(ying)用(yong)和环(huan)(huan)(huan)(huan)境承载力监(jian)测预警。开展(zhan)(zhan)重点(dian)区域(yu)、流域(yu)、行业环(huan)(huan)(huan)(huan)境与健康调查,建(jian)立(li)风险监(jian)测网络及风险评估体系(xi)。健全跨部门、跨区域(yu)环(huan)(huan)(huan)(huan)境应(ying)急协调联动机制,建(jian)立(li)全国统一的(de)(de)环(huan)(huan)(huan)(huan)境应(ying)急预案(an)(an)电子备(bei)(bei)(bei)案(an)(an)系(xi)统。国家建(jian)立(li)环(huan)(huan)(huan)(huan)境应(ying)急物资(zi)(zi)储备(bei)(bei)(bei)信(xin)息库,省(sheng)、市级政(zheng)府(fu)建(jian)设(she)(she)环(huan)(huan)(huan)(huan)境应(ying)急物资(zi)(zi)储备(bei)(bei)(bei)库,企(qi)业环(huan)(huan)(huan)(huan)境应(ying)急装备(bei)(bei)(bei)和储备(bei)(bei)(bei)物资(zi)(zi)应(ying)纳入储备(bei)(bei)(bei)体系(xi)。落实(shi)全面从严治(zhi)(zhi)党要求,建(jian)设(she)(she)规范化(hua)、标准(zhun)化(hua)、专业化(hua)的(de)(de)生(sheng)态(tai)(tai)(tai)环(huan)(huan)(huan)(huan)境保(bao)(bao)护(hu)人才队伍,打造政(zheng)治(zhi)(zhi)强、本领高(gao)、作(zuo)(zuo)风硬、敢担当,特别能(neng)吃(chi)苦、特别能(neng)战斗、特别能(neng)奉献的(de)(de)生(sheng)态(tai)(tai)(tai)环(huan)(huan)(huan)(huan)境保(bao)(bao)护(hu)铁军。按省(sheng)、市、县、乡不(bu)同(tong)层级工(gong)作(zuo)(zuo)职责配(pei)备(bei)(bei)(bei)相(xiang)应(ying)工(gong)作(zuo)(zuo)力量,保(bao)(bao)障履职需要,确保(bao)(bao)同(tong)生(sheng)态(tai)(tai)(tai)环(huan)(huan)(huan)(huan)境保(bao)(bao)护(hu)任务(wu)相(xiang)匹(pi)配(pei)。加强国际(ji)交(jiao)流和履约能(neng)力建(jian)设(she)(she),推进生(sheng)态(tai)(tai)(tai)环(huan)(huan)(huan)(huan)境保(bao)(bao)护(hu)国际(ji)技(ji)术(shu)交(jiao)流和务(wu)实(shi)合作(zuo)(zuo),支(zhi)撑核安全和核电共同(tong)走出去,积极推动落实(shi)2030年可持续发展(zhan)(zhan)议程(cheng)和绿色(se)"一带一路"建(jian)设(she)(she)。

(五(wu))构建(jian)生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)护(hu)(hu)(hu)社(she)(she)会行动体(ti)系(xi)(xi)(xi)。把生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)护(hu)(hu)(hu)纳(na)入国(guo)民教育体(ti)系(xi)(xi)(xi)和(he)党政(zheng)领导干部(bu)培训(xun)体(ti)系(xi)(xi)(xi),推进(jin)国(guo)家及(ji)各地生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)教育设施(shi)和(he)场所建(jian)设,培育普及(ji)生(sheng)态(tai)文化(hua)。公(gong)共机(ji)构尤其是(shi)党政(zheng)机(ji)关(guan)带头(tou)使用(yong)节(jie)能环(huan)(huan)(huan)保(bao)产品,推行绿(lv)色办公(gong),创建(jian)节(jie)约型机(ji)关(guan)。健全(quan)生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)新闻发(fa)布机(ji)制,充分发(fa)挥各类媒(mei)体(ti)作(zuo)用(yong)。省、市(shi)两级(ji)要依(yi)托(tuo)党报(bao)(bao)(bao)、电视台(tai)、政(zheng)府(fu)网(wang)站,曝(pu)光突出(chu)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)问(wen)题,报(bao)(bao)(bao)道整改进(jin)展(zhan)情况(kuang)。建(jian)立政(zheng)府(fu)、企业环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)社(she)(she)会风险(xian)预防(fang)与化(hua)解(jie)机(ji)制。完善环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)信(xin)(xin)息(xi)公(gong)开(kai)制度,加强重(zhong)特大突发(fa)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)事件(jian)信(xin)(xin)息(xi)公(gong)开(kai),对涉及(ji)群(qun)众切身(shen)利益的(de)重(zhong)大项目(mu)及(ji)时(shi)主(zhu)动公(gong)开(kai)。2020年年底前(qian),地级(ji)及(ji)以上城(cheng)市(shi)符合条件(jian)的(de)环(huan)(huan)(huan)保(bao)设施(shi)和(he)城(cheng)市(shi)污(wu)水垃圾(ji)处(chu)理设施(shi)向社(she)(she)会开(kai)放,接(jie)受(shou)公(gong)众参观。强化(hua)排污(wu)者(zhe)主(zhu)体(ti)责任,企业应严格守法(fa),规(gui)范(fan)自身(shen)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)行为,落实资金投入、物资保(bao)障、生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)护(hu)(hu)(hu)措施(shi)和(he)应急处(chu)置(zhi)主(zhu)体(ti)责任。实施(shi)工业污(wu)染源全(quan)面达标排放计划。2018年年底前(qian),重(zhong)点排污(wu)单位全(quan)部(bu)安装自动在线监控设备并同生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)主(zhu)管部(bu)门联网(wang),依(yi)法(fa)公(gong)开(kai)排污(wu)信(xin)(xin)息(xi)。到2020年,实现长(zhang)江经(jing)济带入河排污(wu)口监测全(quan)覆(fu)盖,并将监测数据纳(na)入长(zhang)江经(jing)济带综合信(xin)(xin)息(xi)平台(tai)。推动环(huan)(huan)(huan)保(bao)社(she)(she)会组织(zhi)和(he)志愿者(zhe)队(dui)伍规(gui)范(fan)健康发(fa)展(zhan),引(yin)导环(huan)(huan)(huan)保(bao)社(she)(she)会组织(zhi)依(yi)法(fa)开(kai)展(zhan)生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)护(hu)(hu)(hu)公(gong)益诉(su)讼等活(huo)动。按照(zhao)国(guo)家有关(guan)规(gui)定表彰对保(bao)护(hu)(hu)(hu)和(he)改善生(sheng)态(tai)环(huan)(huan)(huan)境(jing)(jing)(jing)(jing)有显著成(cheng)绩的(de)单位和(he)个人。完善公(gong)众监督、举报(bao)(bao)(bao)反馈机(ji)制,保(bao)护(hu)(hu)(hu)举报(bao)(bao)(bao)人的(de)合法(fa)权益,鼓励设立有奖(jiang)举报(bao)(bao)(bao)基金。
